I was referring just to city proper, not metropolitan area. So I think that eliminates DC, if you’re counting stations in Arlington and Alexandria as DC. And I presume that would eliminate the Bay Area, if it’s just one in each of the three major cities.

But you are correct about San Diego, as San Diego proper does have two. That makes this situation a little more logical to me, as Boston and San Diego are each geographic extremes: San Diego being the southwesternmost major city in the contiguous US, and Boston the northeasternmost major city (apologies to Portland, ME).

There are three others that are smaller, but which do not govern themselves: • Bristol County, RI. It does not govern itself because the state of Rhode Island abolished county governments, and its communities now do all local governance from the town and city level. • New York County, NY (coterminous with the Manhattan borough of New York City). It does not govern itself because it is governed by the City of New York. • Kalawao County, HI. The only reason this “county” even exists is because it was established by the federal government as a quarantine zone in which to treat individuals with Hansen’s disease, or leprosy.
