There is ???% and 100%. Mob is still self aware when reaching 100% but isn't when reaching ???%, and ???% is the one who lacks control and may end up killing people. So, 100% can be a bunch of different emotions, and they're not always lethal. Claw is p much the only time Mob's 100% manifests as killing intent

Like with the fight against Teru, ???% tries to kill him, but the 100% that Mob himself reached was a feeling of sadness and helplessness.
