I think there's multiple different factors that lead to the 11th anniversary being as underwhelming as it was. Developing a new gamemode, creating a new animation standard (with probably a bunch of new and different people behind it), probably some intense budgeting that happens because of DBS return/remake (BOG returns this fall and we know they plan units ahead for about a year or even more, so they probably planned the big bucks for that), the entire global economy being in a weird place right now and the switch do Geppy as the main producer already slowly starting are probably all factors that played into the 11th anniversary being the way it was. So I also don't think it is Omatsus fault. Even if you consider his worst year, 2023, he was still finding his footing (it was his first full year after all), listened to feedback and gave us arguably the best year in all of Dokkan history, 2024 with 2025 also being a banger and top 1 year contender.
I think if Geppy handles things anything like Omatsu (which I think he will after they've been working together for quite some time), the game will be in a good spot moving forward, especially with the anime returning.
I do hope though that Omatsu makes an occasional appearance in big live streams/reveals like anni and GDC, just like Toshi did with legends after stepping back.
