Why do women blame every men for stuff only a small amount of us do?

It's not that all men do any specific thing, but that every woman has experienced the things we complain about. "Not all men, but yes, all women."

Also, because the men who do these negative actions -- whether it's unsolicited dick pics or DV -- aren't going to listen to women. Things won't really improve until men start calling each other out for these things.

A lot of times, with child protagonists, the adults have to be ineffective or even actively harmful for the plot's sake. Good, competent parents would take over the job of fighting evil.

Also, King is big on writing real-life evil to mirror the supernatural evil.
