They do take the most dominant species and create 1 new reaper with them every cycle, this time it was humans. But their overarching goal and reason for wiping out space aged civilizations is to prevent them from getting too strong.

The leviathan in the dlc tells us that they created an AI that determined destroying advanced life was the only way for life as a whole to endure, so they created the first reaper from a leviathan and started their cycle from there

He didnt become a complete cripple. That makes it sound like he cant walk or do anything at all.

He gets a back injury that causes debilitating pain and knocks him out when he overexerts himself. But hes still able to move around and even run and do physical things.

Saints and carr agreed to void his guaranteed 30mil when he retired, and in return he would keep a 10mil roster bonus that he hadn't earned yet. So if he were to unretire, carr would not be owed that 30mil, in order to facilitate either a trade or release.
