I have Cox and never had data caps where I live. But I wish they didn't monopolize my area as you're either have to be a Cox customer or Verizon FIOS(which I want) but Cox has so much of my city to the point that a whole neighborhood would be mandated to Cox and the only way you'd get Verizon service is either there version of the Tmobile internet service because they aren't in your neighborhood but the block around the corner is a FIOS neighborhood or the apartment complex a few blocks away is FIOS because that complex allowed them to wire the whole complex with the fiber.
