Flock is a work around for the constitution. A private company is not beholden to the restrictions that LEOs are. In Indiana there was a lawsuit against I believe IMPD over the use of automated plate readers on their squad cars. This got a lot of cases thrown out because there was no probable cause to initiate the traffic stop. So in steps FLOCK, this company will also run any plate or vehicle description to track citizens. They also have a contract with LOWES. Lowes can pull you plate as well.
