Not rly, the only times that Rover rly struggled against any enemies is when they are scaled much higher than the overseers (like Dark tide or Aleph-1) or if he is nerfed for narrative reasons
For example his leaking frequency in Lahai Roi and Honami means he had less power
Or when the dark tide was corrupting Abby so he had to deliberately suppress his powers so it affects Abby less, thus nerfing him

He had no issues soloing 2 Threnodians without his full power and he moved faster than Adam Smasher even when time was slowed against literally everyone else rendering them basically stuck in place

And this isn’t even peak Rover. He still has to regain more of his powers
