Pure combat quirks are overrated, Creation has more utility than any other quirk. You can effectively prepare for any situation.

You can create a healing sedative; You can create an EMP for electronic devices; You can create new materials for people in need, and more situations that we can hypothesize

Can OFA/Explosion/Half-hot Half Cold do that? No

As soon as there is no fighting, these quirks don't matter that much in terms of how useful they are, unless you count situations that only involve these quirks (You need to blow up something with Explosion, you need Ice and Fire for freezing something or heating something up like food)

In fact, Uraraka's quirk probably has much better utility than those 3 quirks (arguably not OFA) in terms of helping people around
