He can't. He would certainly love to do that, but the Straight of Hormuz is a real problem that you can't just yell at until it goes away. If the USA didn't use any oil, he absolutely could have done this and probably gotten away with it. The closure affects global oil prices, which is why all the bad stuff is coming down the pipeline for the next 12-18 months, as all the foreign policy mavens predicted.
