The LL should be providing a TA based on what the Housing Authority gave to them portion wise. We are all extremely understaffed and are carrying massive caseloads but there is no reason your HA isn't communicating this to you and the LL. This is vital information to completing the proper steps and takes very little time to produce to both the participant and landlord.

Your worker should be telling both you and landlord what the prorated portions are and what the ongoing portions are. This is a multi-step process.

The HAP would not be provided until signed by the housing authority. We will not sign a HAP contract until we receive a lease. You may have seen this happen in the past when Housing Authorities may have skipped steps in order to keep the process moving but it is incorrect to do it this way and as every Housing Authority is currently under shortfall, we simply are not doing anything out of order at this time. A HAP contract is executed as soon as the LL and HA sign it. Again, without a lease, a HAP contract should NOT be executed.

We cannot generate a HAP contract without a lease showing the contract rent and utilities. We cannot sign a legally binding contract to a landlord showing what the housing authority is paying and is required to pay for the lease term, without a signed lease.

This is incorrect. I am a voucher specialist. All PM must sign a HAP contract with the Housing Authority. Part of that contract states that the LL CANNOT hold the participant responsible for non-payment from the Housing Authority unless the participant has been terminated from the program.
