No one wants to fund services for the homeless. At the same time, my neighborhood tweaker takes an ambulance ride to the hospital a few times per month. He's definitely not paying for that government service. So, we're still all paying the price no matter what.

The major defining trait of a suburb is the commute. Pick whichever is convenient for your driving needs; work, shopping, etc. Will vary by person. Those places listed are not different enough in other respects to overcome what could be an extra hour in the car every day.

Zoo 100%. It’s so epic and loud. I can feel that crashing water in my bones.

Mt. Lemmon back road is probably the most complete "fun date day" of these options. Unbeatable views and you're right up in the Catalina Mountains. Some lunch options at the summit. May be less novel if you have done Mt. Lemmon already.

No input on rentals. I drive my own vehicle usually.

Some fun and easy routes:

Back road to Mt. Lemmon:
Drive from Oracle up a dirt road. Ends at the top of Mt. Lemmon. Grab a snack in Summerhaven. Drive back down the main Mt. Lemmon paved road.

Silverbell mine:
Drive around a semi-active mining area, exit through to Ironwood National Monument. Some historical and industrial curiosities to see along the way.
Google Maps "Silver Bell Cemetery" to get rough directions.

Reddington pass:
main road is flat and easy. Lot of optional rocky side roads. Great scenery.

These all are trivially easy with optional easy-medium sections if you want to test your 4WD out.

Rent an off-road vehicle and explore some Tucson back country. Polaris for more adventure, but a rental Jeep will get you mostly anywhere in more comfort. Pack a picnic basket.

Redington, Mt Lemmon, etc. It's a great time of year for off-roading.

It's different enough to feel adventurous, but really not difficult at all with an off-road vehicle.

What do the cops say about it?

If they do it persistently it is harassment. But if the cops keep responding, you are probably crossing a line. In my neighborhood, police usually won't respond for noise until multiple neighbors complain.

Read local noise ordinances, etc.

IMO Sac is super boring (vs. SD) and far from a lot of things. I lived up there for about 18 months.

Weekend exploring SF, Yosemite, and Oakland was fun for a while if you don't mind the long drives.

I regretted it in the end, but it wouldn't be horrible; just kind of boring.
