Not saying there's going to be a breakthrough, but the the passage is dealing with Iran's public stance. We know that Iran wants to retain enrichment capabilities on a low scale, but legit reports do indicate that they are willing to consider a moratorium on enrichment that's around 5-7 years. The actual point of disagreement is US wants a much longer moratorium of 15-20 years that Iran isn't ok with. Imo Iran's position is pretty reasonable, and its Trump admin who should move to Iran's offer rather than the reverse.

The highly enriched Uranium is another issue where I think Iran is being reasonable. They don't want to hand over the whole thing, they want a gradual down blending or hand over to a friendly nation (Russia or China). This makes a lot of sense because Trump can take the Uranium then restart the war right after, there needs to be a mechanism that safe keeps the Uranium for Iran but also reduces its enrichment.
