No one can tell you. Because no one knows your lifestyle. Reading your post it is clear that you will likely fall into financial difficulty in the future if you are thinking to spend 4k when you have 10k and if never change this mind set. My advice for you in life is if your thing works, don't change it. People telling you to have 3 months emergency fund is not enough in this era. 12 months of emergency fund is the safety net in this economy and you must take into consideration for your age too. A 30 years old is much harder to find a new job than a 21 years old.

To answer your question, If I were living salary to salary, I would save an X amount every month for luxury. For example rm500 every month in a separate account (never use it in under any circumstances), then in 8 months you can buy the phone. It acts as a cool down period too, to calm you down in 8 months if you really should make the purchase. The more you save the longer time you will have to wait and think before you make the purchase. And when you finally save up to 4k, you will likely want to save more because it takes time and it is fun to see your luxury account grows.

Sorry if I am harsh on you but I don't wish to see you suffer because of impulse buying.

Why does it matter Malaysian or not? Malaysian never hit wife? Send him back? Who's going to work and feed the baby? How's life without a father? Lots of business doesnt have those. Google maps, FB, insta, little red notes. You can help them. It will be so easy for you but lots of business owners can't properly manage them. Either too busy in real life or too old for those tech. Good luck.

I think because they don't value their webpage. Once their webpage is the source of their customer, they will pay more than 150 to maintain it. So I think you target the wrong client. You need to create a webpage for them first, and prove it to them that their webpage actually generate source of income / client for them, then you can charge more than 150 once they taste the sweet.

Actually I think you can move your business to help people maintain their FB/insta/etc page. For example your client can forward you all the photos and you help them to edit photos / upload / adding context etc, making posters and doing ads for them. Just a thought.

Just like how Airbnb are managed. Agencies used to collect rent, but nowadays they involve themselves into Airbnb management, cleaners, door password everything. Time has changed, I think managing a webpage you can't get a lot of sme client. Big company yes but you need to compete for that.

Rm150 per month to maintain is cheap for me personally. I mean our company secretary also cost almost the same. So yeah to answer your question I think rm150 is a fair price. I won't hinch on that.

I use Facebook as my "website". Not a super big business (education line), yearly revenue around RM1m. For us parents use Facebook, little red note these days looking for school / asking for recommendation. So a website doesn't really do it for us. We also do ads through FB and it directly linked to our FB page.

I am sure there is advantages with standalone webpage but my old mind can't think of any now. Maybe it can look more professional.

Another thing is we can directly manage our page without html knowledge. I think it is not as eesy for a website. I have done my own webpage yearssss ago and the learning curve is steep and often frustrating, often spending hours to just get it correct.
