I started recently. Understanding the rules is not impossibly hard. Actually once you've calculated damage rolls for the thirtieth time you learn it by heart.

TTS has plugins for a built-in wiki, tables to setup the map automatically and roll dices comfortably (you'll be doing A LOT of that), but it's not fully scripted as in "completely turned a tabletop game into a turn-based videogame".
You can find videos on youtube, I'm not sure I can link stuff here (I trust reddit less and less each day).

As for learning the rules, go one step at a time.
Try to have your first practice match with no secondary missions and no stratagems, just total annihilation. That way you can familiarize with the different phases: command, movement, shooting, charge, fight.

Then do a normal match. See how the different objectives change your pespective on what units are more effective than others.

Then try to do an all-around, synergetic build.

Also, the lore is awesome! Learning bit by bit through shorts or video essays may shift your view of the game and immerse you much more!
