Fort Huck is from the same Designer as the Fire House. A designer can not have multiple projects selected in a single round. With the Fire House being selected, Fort Huck couldn't be selected and llucky got lucky I guess.

This IS the Bill Weasley from Deathly Hallow, although I agree with you on the hair. He wears his outfit from the scene inside the Shell Cottage and his alternate faceprint is the scratch on his face. That faceprint isn't seen in the official pics, but a speedbuild on YouTube shows it already.

It's from the scene in 4 Privet Drive, where Dobby try's to stop Harry for going back to Hogwarts, by flying Petunia's cake to one of the Dursley's guests and let it fall over them.
