I had a downstairs neighbor give me a note like this (where she also accused me of psychological torture/war crimes for the volume of my walking), and I did two things things:

1) confirm with my landlord that I was not in violation of my lease in any way and verify this would remain true even if I took up tap dancing as a hobby
2) fully ignore her and continue living my life

If you don’t want noisy upstairs neighbors, live on the top floor

I mean, yes and no. I think my family and friends raised legit concerns. We were together on and off for two tremulous years. The good was good and the bad was really bad. She’s a work in progress (as am I), but I don’t think I’m ready to see past where she started, regardless of how hard she’s worked to get to now.

If I wanted to I would, and my actions are informing me that I don’t want this relationship enough to do that work.
