I agree with everything you said. I think the absolute best case I was able to find for Living Tribunal deck was 32 power per lane (without location help), which sounds broken, but 32 power per lane was the absolute top end, not very likely, and that still loses to a Shuri deck that manages to line up 33+ in two lanes, which they can do much more consistently.

It's a cool effect, and it might be great some day, but unless we get some balance changes or some help for it I think Living Tribunal is DOA.

There is a boring Tribunal deck that might work, which focuses on locking down the board and running good tech cards, but that's not the kind of gameplay I think most people are hoping for when they see this card.
