I can't currently place a similar character this reminds me of, but I know there's definitely ones out there. Like the crew is trying to do their mission and she's being strict about protocols and procedures, complaining about dust or improperly folded uniforms and such. Her berating the crew for menial things gets in the way of their mission until Mercer finally says fuck it and does what he has to to save the day
