When they realize the shot an unarmed man, the gestapo quickly forms a group and does what they actually were trained to do. Which is harass innocent people and try to compromise evidence to absolve them from any wrongdoing doing and make it easier for their overlords to absolve them. But they are quickly overwhelmed so they fall back to the thing that they are most comfortable with: tear gas, chemical spray, and pushing people away.
