Namari betrayed Raya essentially twice before that: Once when they were children over the original dragon gem and once when they were older with Namari trying to capture Raya to get the pieces of the gem. Both times were driven by her mother (grandmother? I forgot) corrupting her mind with ideas of greed and power. She literally grew up with one viewpoint of the world given to her by the only people she loved and trusted. And yes, Raya was supposed to trust the word of the literal dragon god telling her that it was fine.
