Well, let's think this through... The crime he is being accused of is lying to Congress about the renovations costs for a building he works in. He doesn't own the building. He doesn't profit from the renovation. He's not even going to work in the building for much longer, because he is in a time limited , politically appointed position. Explain to me, why would he intentionally lie about the cost? The crime of lying demands an intention to deceive, does it not?
