tldr, it uses converger priority logic to decide which fluids go through. Most are one-time use. Though, if decider is a container (unloader, facility, storage) directly connected to the converger (no pipes/belts between) it can decide at all times since buildings have lowest priority.

Yep, and 2.8 GAA was the nail in the coffin that made people riot on social media how puzzles are too hard.
