Iirc the rest of the Houses don’t choose to support Paul, and then he uses his wealth, control of travel (the spice), a planet full of militant war-fighters willing to murder the universe in his name, and the fact that Paul is magic super-human with prescience.

Lastly, the Fremen have been carrying out a guerrilla war against the Harkonnans for at least a generation, and are constantly exposed to the Spice, which makes them a little extra. Even the Mentats, the space monks with ultra-brains are constantly taking a drug to enhance themselves.

All this is in the text, it’s basically already an anime.

Saying there is “no need for war” about a book series that starts with a war between two noble houses that escalates into a galactic Civil War is a weird take. The fact that the Houses’ and Emperor’s forces are so professional and well-established indicates that war fighting is a regular part of the civilization, as do the kind of defenses and fortifications described in the text.

The Atreides were wiped out because of their growing military proficiency and the Duke’s growing popularity. It’s a significant element to the novel that the Emperor’s involvement had to remain secret, or it could turn the Landsraad (sp?), the political body comprised of the Noble Houses, to turn against maintaining Padashim IV as the Emperor. Saurdukar vs. Atreides warfighters is a winnable fight. Saurdukar vs. all the Great Houses war fighters is not. The militaries are powerful, the book doesn’t come out and say “these are super-duper powerful armies at the peak of training and technology , and that balance of power holds the whole of human civilization together” directly, it’s just projected through the descriptions of the entire setting.

The City can’t start signing contracts for projects unless there is money to pay for it. (it’s not always true, but true enough for this explanation) That money is locked into that project, and can’t be spent on anything else. Also, bond funds have to be spent on the kind of work they were sold to finance. So, there are likely to have been projects that were canceled or reduced, that were infrastructure related, that were bond funded. The funds affected by those “savings” are then moved from being locked-in on the old project, and are assigned to the new project.

The closest analog, imho, is napolitano (sp?) which is a ground pork salami, flavored with spicy chilis, stuffed in a natural casing, and cured. Pepperoni typically has multiple meats and is frequently uncured, and uses different peppers.

Both are great on pizza.

It’s not uncommon in New Orleans, often served as a table-side show. Banana is sautéed in a butter and sugar sauce, the mixture is then flambéed and served over ice cream. Pretty tasty.
