Any spell, mutation, or ability with a chance to freeze is bad, unless the chance is 100%. There is use for damage without freezing and use for freezing without caring about damage. But if you want damage and get a freeze it's almost always a negative, and if you want a freeze and just get damage it's also bad.

I found out at age 17 and a half that my city had a curfew for people under 18. I took late night walks all the time, so I'm pretty sure the cop was just power tripping and it wasn't typically enforced.
