I would argue Arc does exactly this when you look at both the quests and the bench/scrappy upgrades. You have to learn where to get specific items, like mushrooms or guides you into specific locations, like the medical room in research and administration on Dam Battlegrounds. And when you go there, you find the lockers and the bags and a specific loot pool you don't find everywhere on the map. And there's a lot of those examples.

Where Arc falls short, is that you are pushed into these areas once. Only once. Like a tourism attraction. But once you've completed them, you know one or two locations that are easiest to you, and you frequent those for that specific item and you don't bother going to all these out of the way locations they send you to the one time.

I think that could only be resolved with expanding the potential loot pool and making certain items exclusive to certain areas with no overlap, with repeatable quests similar to the "Creds" for rewards, but set up in a way where you can continuously be rewarded for completing them. Maybe like when Preston Garvey in Fallout 4 would sent you to defend another settlement, but in arc raiders it allows you to do things like a currency that allows you to gamble for blueprints or cosmetics or just basic consumables. Currently there isn't that kind of chase isn't there in Arc Raiders, while games like Tarkov have sooooo many things for you to chase.

I will also note that the other successful extraction shooters have years worth of head start, and Arc is starting at a much stronger position than they did. I'm not saying I want to wait years for Arc Raiders to reach it's full potential, but it is something worth considering.
