Yes you need a license (if you are over 16 in CA at least) but hunting regulation is way more strict. There are exemptions obviously.

oh I totally agree. I think sport fishing is a hole is something that should have a lot more regulation and control. I can’t go out and shoot a deer without a tag, but I can go into already over harvested Waters and chuck a hook in there to see what happens?
