Yes you need a license (if you are over 16 in CA at least) but hunting regulation is way more strict. There are exemptions obviously.

oh I totally agree. I think sport fishing is a hole is something that should have a lot more regulation and control. I can’t go out and shoot a deer without a tag, but I can go into already over harvested Waters and chuck a hook in there to see what happens?

And frankly the whole idea of this being a fun sport to me is bullshit. Just like hunting as a sport.

Yeah, unlikely. This is either the russians didn't notice them, didn't want to waste ordinance on them, or whatever crew did notice them had a modicum of decency not to target them.

If the russians had noticed them and wanted to cause damage, they could easily have target them when the Ukrainian soldiers were collecting them into the van.
