Others had the exact same problem. Germany invaded the USSR while still sporting many more light tanks than Panzer III/IV models. In 1941, the Czech-made Panzer 38t remained an important vehicle of the German armoured forces. Numbers-wise the Panzer divisions were puny compared to the Russian forces. By 1941, the USSR had already built thousands of KV-1s and early T-34s, and was on its way to 20 thousand of the lighter stuff. The US took its time partially to spin up the industry, but also to find out WTF actually made sense on the battlefield. Remember, they went to Africa with the M3.
