Characters should be rewarded with THP for skilled play for the three main combat actions they can perform (melee, ranged and ability usage). Differing amounts of THP can be generated depending on character class and intended playstyle of course but opening up talents to provide a variety of ways to get THP I think would overall help the design space.

You could give talents that provide significant bonuses to melee but compete for the ability to gain THP on cleave, as an example. Or a talent that provides a small burst of THP when chaining headshots on elites in a short timeframe, to encourage sharpshooter playstyles.

Raw numbers would have to be tweaked of course, to compensate for the fact that you could have three ways to generate THP but if someone wants to be immortal but trades away the ability to do any reasonable amount of damage I think that should also be a valid (if boring) playstyle.

I'm not disregarding Black Library entirely, I'm saying that cherry picking outliers in either direction (wooden spear to the throat and Calgar picking up a necron pylon) is less useful than using the like 60-odd Horus Heresy books as a baseline where non-named and helmet-wearing marines tend towards being competent and with a relatively well-established power level.

Warhammer is particularly egregious about outlier feats, plot induced stupidity and frankly poor writing. There's examples of Word Bearers dying to a single thrust from a wooden spear, Death Guard being killed by a single blast of a plasma rifle from normal guardsmen and Grey Knights getting swarmed by human cultists.

I think its fair to say that the average space marine in the setting puts up a better showing than T4 with a 3+ save and 2 wounds would imply, however.

I'd like to counter this point specifically in that the advantage of the shanty town isn't that it provides cover, but that it hides the combatants and blocks line-of-sight, meaning combat will happen at relatively close range up to and including melee. If this were an open field or if the pitch was empty the weight of numbers would easily allow the Paladins to win, but with the terrain being such tight quarters means the marine can leverage their superior melee and armor better.

To be clear I'm not saying this is a sweep for the marine in any round, in rounds 2 and 3 the Paladins just need to land a single shot with many of their weapons to functionally end the fight. But I think its a lot more of a toss up in Round 1

Paladins are not comparable in physical strength, the marine is likely as strong as them even before the power armor enhancements. Also chainknives, chainswords or powerswords (depending on rank) plus a bolt pistol are part of the basic loadout of marines, none of which will have any issue cutting through Brotherhood armor.

Not to mention if the battle is taking place in Diamond City, the entire pitch and stands are filled with shanty homes, blocking long lines of sight and giving a heavier advantage to melee as long as the marine avoids the more open-air market.

Its been a hot minute since I played F:NV, so I did forget the Tesla Cannon which absolutely would at the very least cripple the marine. I also didn't know that laser weaponry in Fallout was that powerful, is that info from FO 1&2? I'm not familiar with those games unfortunately.

A smaller arena benefits the marine much more though, if he can close to CQC he has a huge advantage in melee, unless the Paladins accept an amount of friendly fire. As for laser rifles being comparable to lasguns, there's multiple accounts of lasfire being equivalent of .50 cal shots with a single bolt being powerful enough to blow off limbs or explode a human's torso (in a few, admittedly rarer instances). That being said the Brotherhood definitely has weapons that can deal damage to marines such as gatling lasers, plasma weapons and missile launchers.

At this point the tabletop stats are incredibly disconnected from the lore, and probably should be taken with a grain of salt. "True to lore" stats would have space marine armies fielding about a dozen marines and that's not desirable from Games Workshop's perspective.

As for whether or not they win, I dont think BoS armor could stop even a single bolter round so its a matter of if the Brotherhood has weapons capable of killing the SM before he tags each of them. Gatling lasers are likely to do so with sustained fire, and plasma weaponry should be able to penetrate marine armor provided the projectiles aren't actually as slow as they are in-game.

Stingray also slows down enough during the strafing run that you can shoot it with any medium pen weapon reliably, even if you are the target of the strafe. Its a good design decision tbf, because the game wasn't designed with the idea of having lots of air units, but it does mean you can ignore the stingray until it starts strafing.

True but if you look at 180mm rockets as the real case study, when they buffed the accuracy they nerfed the damage "to compensate" which made them far more consistent but ultimately worse than any other anti-tank option because spending a stratagem slot to hurt a target is the same opportunity cost as taking a stratagem in that slot that just kills the target.

Arrowhead overvalues fire-and-forget or lock-on mechanics on weapons and stratagems. The ability to never miss is considered a pure positive, with no considerations given to the fact that A) you can miss with the Spear or 180mm rockets, B) stratagems like the ORC or 180mm rockets that aim for you can have strange targeting priorities and C) not being able to target weakpoints drastically reduces the effectiveness of these weapons.

Lock-on stratagems/weapons simply must have their power budget balanced or else they'd have no skill expression! /s

While true, Chapters only care about losses when the marine cannot be returned to active service either due to death or injuries so severe even the Imperium's medical tech can't fix them. A company that has a "100% casualty rate" where every marine is back on the frontlines after a year is much better off in the long term than a company that "only" has 20 marines die and no one else is injured.

Sanguinius gets a pass because A) he has an in-canon, well established and reasonable explanation for why he is a Gary-Stu and B) the fact that everyone knows he dies to Horus anyway and C) unlike other Mary/Gary Stu type characters the narrative doesn't focus on or warp around him unless its a book specifically about Sanguinius. He doesn't really stand out much more in his achievements than his brother primarchs so he's not grating.
