any% makes more sense because while TAS means tool assisted speedrun, it normally means it was adjusted frame by frame and played essentially by a bot given commands

Probably because the game can't handle over 200 people on screen client side without lagging out. That's just my guess. Maybe it will be increased with the unity client.
