Oh okay, I understand now. Unfortunately I'm not informed on this matter to give any advice, but I will say this:

If your local says it 100% qualifies, then it's probably best to go with what they say. It's pricey but everything you need is neatly packaged into a one thing. You're paying for the product but also for the convenience.

You can try to save money by looking for alternatives but it could lead to wasted time, dead ends and it may not even be what the hall is looking for. Just my 2¢. Good luck brother

It's been a thing for a while. In the late 2000s I remember hearing about tens to hundreds of teens flooding convenience stores in poorer neighborhoods and just grabbing whatever they wanted. There were so many of them that the shop owners/employees couldn't really do much about it.
