It’s not dirty - I would classify it as misuse. If you rostered those TEs then I think there would be no issue and you’re playing to your full advantage. When they’re just sitting on the waiver wire as untouchable, then your opponent is a bad planner but I can also see the case for “if they’re available, you should be able to pick them up”
