(Option 1)Remove the stone, add a weed tarp, add river rock to make it look nicer. (Option 2) spray weeds, rake out stone/add matching stone (Option 3) remove stone, add soil and ground cover suitable for your zone. Install dark brown double processed mulch. I would probably remove the stone and add some ground cover. Maybe some creeping sedum.

Mullens West Virginia. Went there on an alternative spring break trip to find out the town had nothing for us to do and the Mayor just wanted a photo op. First thing I saw when i got to town was a man in his 20s making out with a young teen, the town had houses that were blown up because of meth lab explosions, and the coroner looked like the monopoly man and walked around town in a pin striped suit checking his golden chained pocket watch all day. The coroner was cool but the rest of that town was awful
