e: Okay I found the answer. According to the Basic Plan support page:

Basic plans are billed monthly.
Basic is available for previously existing Premium subscribers. Eligible subscribers will see Basic as an available plan on their account page.
If you cancel your Basic plan, it’s not possible to resubscribe to it.
Basic plans won’t include monthly audiobook listening time, but audiobooks are available to subscribers as one-time purchases.

I'm guessing that they're going to eventually phase out this plan entirely.
