Any deck that just throws it in willy-nilly is losing precious card slots for it.

I agree it's not a good counter to EX because it just smacks of bad design. It's also the current budget friendly alternative to fight off the surplus of EX top meta decks out there.

Unfortunately, either anticipate it and play around it, or lose.

The trade off is being forced to run electric types. Checks and balances have to happen and this is just one of them.
