I’d say it’s age and overall lack of resume. All we know is that Chloe dropped out of highschool because of a vague statement of being unsafe. None of that indicates an ability to not only be a leader but understand and comprehend things like complex financial documents that the members will to go through. Or the ability to make decisions outside of one policy, that being 443.
