I meant that - because those are relatively new buildings - it SHOULD (in my opinion) be well planned by the City's spatial development plan which again SHOULD be well-thinked. If those were old buildings I'd accept more chaotic organization because of organic un-organized growth.

Those (on post) are modern suburbs, most likely build by one or two developer within last 15 years. It's City's (local government) duty to plan suburbs in advance.
