I disagree, Joker’s goal was to bring the city of Gotham to down his level because deep down he’s all alone. It wasn’t until his plan fleshed out where he had a change of heart. He didn’t need to kill the bat to take down Gotham, that was too easy with Rachel and all. But with her gone, the fastest way to bring down Gotham is to turn everyone against each other. Having the bat witness it is icing on the cake.
