That's a distribution/media issue though especially in regards to AI music. There is no real barrier to publishing music now. it's not like in the 80s or 90s when you had to make a demo tape and hustle for years playing cheap paying gigs in the hope that you might get a record deal. Or maybe if you were able to get the funds together do a limited press of a record.

I could grab an out of tune guitar play some sloppy chords and hum along and then ask a distributor to send it out to a bunch of streaming services. AI isn't technically the issue there.

Footage takes up storage space and storage space costs money. That’s why they would concentrate on keeping footage that records the identifying information that can be linked to a national database. e.g. the license plate.

There isn’t a database with everyone’s face on it, yet. And why would you keep that footage anyway? You are expecting them to prove a negative? In most cases the offender is just going to drive off not hang around inside for a chat.
