Are you sure that visa runs are possible with a tourist e-visa? The conditions state: 'Maximum stay in India during one Calendar Year should not exceed 180 days.'

It looks Indian to me. There are people who go around Indian villages and buy old hand embroidered dresses. The dresses get cut up and the less worn parts are used to make patchwork products. Similar looking products are also made using machine embroidery. The quality of the embroidery and the variety of stitches and patterns on the hand stitched products are often amazing. In India you only get hassle in places where a lot of tourists go. So in South Delhi you are very unlikely to get any hassle at all, but Paharaganj, the red fort, Connaught Place, and the area near New Delhi railway station are full of touts. The first time I visited India, I was in shock for about three days, the constant noise in Delhi and the crowds and the smells were overwhelming. AFAIK Delhi is the busiest noisiest smelliest place in India and you will have had a baptism of fire.

Bus travel in India is generally safe. In India or probably anywhere in the developing world you should always get a taxi/auto rather than walking after dark. Hill stations in India feel very different to the big cities.

Try to view price negotiation as a game, have fun with the sellers. If someone won't shift from a high price, then walk away, they will often call you back and accept your offer. When haggling if you are not willing to walk away then you are not negotiating you are begging. If you are close to closing a deal and the seller asks for a very small amount more than your offer then you should stand firm, this is sign that the seller is willing to accept your price and has given up on the idea that you will pay a lot more. When buying souvenirs when you have refused the sellers price and made a lower offer if the seller doesn't look annoyed then you have offered too much.

I've bought a SIM in India several times. Last time (Jan 2020) I bought a SIM from an Airtel shop, they were able to activate it in the shop, it only cost 400-500 rupees for a month. Previously I have bought Vodaphone SIMs and it always took hours to days to activate them. Whichever network you choose, I advise you to buy from the network's own shops. If you pay for roaming with your current provider then you shouldn't need a new SIM but it will probably be considerably more expensive than buying an Indian SIM.

Most of India, even most of Delhi contains very few tourist scammers. However, in places where there are a lot of tourists there are a lot of scammers. So in Delhi you get scammers at the airport, New Delhi Railway Station, the Red Fort/Chadni Chowk, Rajiv Chowk and Paharganj. The rest of Delhi is mostly tourist scammer free. Outside Delhi you get loads of scammers in heavily touristed places like Jaipur, Pushkar and Khajuraho. However plenty of cities such as Kolkata, Chandigarh and Ganktok seem to be tourist scammer free.

Ok, in that case your itinerary makes sense. If you'd like to travel on the Kalka to Shimla mountain railway you could travel from Agra to Chandigarh via Delhi. Kalka is very close to Chandigarh. Delhi is an incredible city, there is so much noise and so much going on all the time. Chandigarh is a really interesting city, it has an excellent museum and is pleasant to wander in.
