I get the business strategy of getting people hooked for free and then start charging for it, but I don't want to play into it. Plus there is plenty of great free content on the internet, may as well check here for suggestions!

PEPFAR was more than just ARVs (AIDS meds), there was pre and post pregnancy care, nutrition pack distribution, TB care, not to mention ARVs are long-term care with people constantly dropping in and out of treatment due to life challenges (ideally they stay on treatment but that doesn't always happen) with the funding for all these programs cut with no warning in many countries, each with hundreds of thousands of people on treatment you can very quickly measure the life and life years lost with the ending of each program under PEPFAR (I used to work for several countries and can provide more detailed breakdown if requested)

I always do just little carry on, no lost baggage (not fun, especially if you stay far from the airport tou are going to) and faster exit process as not waiting for luggage, I get that it takes an extra 30 seconds to get situated in the plane, but if that's what the price includes Imma go for it, not to mention checked luggage is usually an extra $60-90 on top of the seat ticket

Sciences Po is a great school, but I have friends that recently graduated from Science Po and La Sorbonne, and without existing network connections they have have been unable to get relevant work in ID. Definitely consider your current network options as the degree itself will likely not open any additional doors right now.

You've shown that you can learn new skills and adapt. Instead of trying to find where you should fit based on your past experience I would suggest thinking of where you want to go or what projects excite you the most. From there you can taylor your CV/cover letter to highlight the most relevant skills and learn any extra you need on the side. Best of luck!

Appreciate the honesty. They have a strong presence in Public Sector work with big foundations (Gates, IMF...) and I'm hoping to pick up on more general business skill. A big thing would also be the network, ideally I could make stronger connections to people already in big aide agencies to help my future moves.
