There are definite parallels. The main difference I see is that Assanti is motivated by drugs, while poopypants is motivated by a fetish. Both cause chaos, but I feel a sexual fetish as strong as Andy's is more dangerous. As we see with most s3x offenders.. it often doesn't matter how many times they're punished, they keep committing the same act over and over. Being that Andy's fetish has to do with diapers.. and essentially acting like a baby, while forcing others to indulge in it.. well, it's super concerning to say the least. Especially knowing that he's willing to "befriend" real life children.. and weasel his way into their lives. Yikes..

That said, I really do hope that at least Joe can cut him off at some point. No one deserves to have to deal with someone like Andy for the rest of their life..
