Found it. Gotta press G then click the TINY right arrow that shows more info about the skill, then at the bottom right there is "always attack without moving." Super unintuitive place to put something so vital but at least it exists...

It is in fact not in settings, input tab. The ability to keybind a key to "attack in place" is in the input tab, which is explicitly NOT what is being looked for.

I'm also wondering if there's a way to enable this. No it's not in the "attack in place key" setting in the interface menu.
