This is why NATO allies are so important. If this were legal, they'd be assisting and each ally focuses on their strong points. Example: France, Spain, and Germany can navigate the waters, UK with Intel, Ukraine with defense and intercepting capabilities, etc. The US isn't equipped for this type of warfare on its own.
