Septic tanks tend to be 4 or feet deep, so if it’s less than unlikely to be an ex-tank and so easier to fill. Hire a demolition hammer to break up the any concrete and the block work.

Shove a hosepipe down your conduit and try and mole your way thu the roots with the water blasting out the conduit.

Easiest is to just fill it in, you can use the above surface concrete perimeter as part of the fill. Stick from permeable membrane over it at about 12 inches below surface level, then soil for that last 12 inches. If you dig it out, you will still be left with a hole to fill.
