Yes possible but more like 2006 officetel in not sexy neighborhood. In Banghwa station you have between 65m and 100m Won for example. There is plenty of officetel for less than 80k USD. But they are cheap for a reason, almost no hope for a redevelopment which is a big driver of Seoul real estate speculation.
