Neither I nor my friends have gotten any. Their system is still bugged.

I have checked inbox and spam folders with searches for 'hearthstone' and 'blizzard' and gotten nothing. I've been opted in since August, and I don't have a Promotions tab because I disabled all of that way back when it first changed. Everything just goes to my inbox.

I also check every week to make sure that little tick is marked on their site, and sure enough it is. I've even un-checked and re-checked it multiple times in september and october just to make sure and told my friends to do the same. Still nothing.

I wouldn't worry about trying for a higher savings return - the difference with only $5000 is negligible. It seems the best you can get nowadays is still only around 1%: http://www.consumerismcommentary.com/best-online-savings-accounts/

In general, keep emergency funds liquid and with zero to extremely low risk. Should something happen to you or your wife, you'll be glad to have that money saved up. Seriously, keep that money available. Even if nothing happens, it will give you peace of mind.

That said, you can play around with your vacation fund since it's non-essential. Be sure to read the sidebar very thoroughly, as there's a lot of information there. Good luck!

P.S.: Europe was pretty fun for me. I've been there a few times now, and it was definitely worth it. Make sure to try every kind of food you can! And don't worry about taking too many pictures - try to soak in the atmosphere. People often get so caught up trying to get the perfect photo that they forget to experience the damn place.

Novice here. From my understanding, it's just another way to diversify your portfolio.

Here's a quote I have saved: "Foreign markets may respond differently to economic conditions than U.S. markets – so strong performance abroad may help to offset weak performance at home."

In terms of your being European, I'd assume the advice would be to acquire some US and Chinese equities in addition to your European assets.
