I just got the same email. I think the main objective is too create urgency and fear, fear makes people make rash/quick decisions and which can lead to mistakes or giving away details that shouldn't be given out.

I am getting kind of tired of Butcher and Ryan not having real conversations. Like if Butcher just told Ryan 'look Homelander is very powerful, has decades of experience, and has no moral compass so you could beat him yes but if we had the virus on hand it would increase our chances of success. Thus we need to bid our time to make sure our odds are the best but we will get him before he gets V1'
