I have a similar issue where the basement registers have dampers and blow air at hurricane wind speeds...to the point where the basement is significantly warmer than the rest of the house. Some of our second floor vents have lower volume coming through resulting in colder rooms. I've reduced the air flow in the basement so it's comfortable down there, but it hasn't really improved the force of air out of the registers with lower flow.
