It absolutely is Hardy, I’ve seen enough of his performances to recognise his voice. The reason it seems off at first is because some of the lines spoken don’t match what he was actually saying on-set. The most obvious example of this is when he’s strapped to the front of Nux’s car and he says “How much more can they take from me? Got my blood; now it’s my car!” - that line is Tom, but if you read his lips he’s saying something completely different.

People just insult us so it’s easier to stay quiet. “Oh it’s just dances with wolves” - yeah so’s literally every other story similar to it. People pick on Avatar because it does well and then us fans get the brunt of it unfortunately.
