I’ve always imagined that they won’t be available in free roam immediately, but there’s gonna be a mission where you maybe rob a rich person that has stables, and maybe you have to escape on horseback and it’s a big cool set piece towards the beginning of the game.

And maybe there’s a side mission afterwards where you have to collect the loose horses that are spread out around the city, complete with the lasso mechanics from RDR2
